National Sustainable Development Strategy or Action Plans

Slovenian Development Strategy 2030

In accordance with the Decree on development planning documents and procedures for the preparation of the central government budget the Slovenian Development Strategy is the overarching long‑term strategic document for development planning. It defines the vision, strategic guidelines, development objectives, and priority areas of action for development policies, determined based on national trends and challenges. Ministry of Public Administration, Ministry of Finance and the Institute of Macroeconomic Analysis and Development are in charge of the preparation of this document. 

The actual Slovenian Development Strategy 2030 was adopted by the Government of the Republic of Slovenia in December 2017. The Strategy has 5 strategic orientations and 12 Development Goals, that embed 17 SDG. 

The primary objective of the Slovenian Development Strategy 2030 is to provide a high quality of life for all. Strategic orientations for achieving a high quality of life are:

  • an inclusive, healthy, safe and responsible society,

  • learning for and through life,

  • a highly productive economy that creates added value for all,

  • well-preserved natural environment,

  • high level of cooperation, competence and governance efficiency.

The five strategic orientations for the attainment of the strategy's primary objective will be implemented by operating on different mutually connected and interdependent (policy) areas that are covered in twelve development goals. Each goal contains rationale of the goal's relevance, key guidelines that require further activities in order to attain the high quality of life for all, two to three core outcome indicators that represent desired outcomes in the area of each development goal, and link to the Sustainable Development Goals.

Policy Coherence for Sustainable Development (PCSD)

In accordance with the Rules of Procedure of the Government of the Republic of Slovenia, before the acts are submitted to the government, they must be coordinated across all ministries and government offices concerned by its content. This process is called interministerial coordination and it applies to all stages of the document’s preparation. 

Within the interministerial coordination, materials related to development planning documents must be coordinated in advance with the ministry responsible for development (currently: Ministry of Public Administration).

Local administration is included in procedures of preparing legislation, when the legislation affects their competences or funding. Usually, the local municipalities cooperate through their associations. Also, local communities can cooperate through the mechanism of public consultations. 

Addressing spillover effects is not explicitly regulated. However, all draft regulations need to submit an impact assessment on different societal areas.

Public involvement with other stakeholders in Slovenia is regulated by the Resolution on Regulatory Activity and the Rules of Procedure of the Government of the Republic of Slovenia. Participation within the framework of a public consultation is enabled through the portal eDemokracija (eDemocracy) or by publishing draft regulations on the websites of state authorities. Through the portal Predlagam.vladi.si (I suggest to the Government), individuals can submit their proposals and initiatives for addressing specific substantive issues. On the portal Stop Birokraciji (Stop Bureaucracy), individuals may submit initiatives to change complex procedures both in business processes and in everyday life, where they encounter obligations arising from legislative requirements.

Monitoring Sustainable Development

Ministry of Cohesion and Regional Development (as coordinator), together with aligned ministries, Statistical Office of the Republic of Slovenia, the Institute of Macroeconomic Analysis and Development oversees the implementation of Agenda 2030 at the national level.

Reporting and review on progress towards sustainable development

Every year the Slovenian Institute of Macroeconomic Analysis and Development prepares the Development Report. While the Institute as an independent government body main objective is the preparation of macroeconomic forecasts and analysing productivity and development objectives, it is also tasked to monitor the realisation of the Slovenian Development Strategy 2030. 

With the Development Report, the Institute keeps track of the fulfilment, and the document represents the baseline for implementation of the Slovenian Development Strategy 2030. The Strategy is aligned with the SDGs and has an overarching objective to provide a high quality of life for all. 

Slovenia prepared its first VNR in 2017 and the second one in 2020. The preparation process and final report was a product of collaboration of various stakeholders from local government, civil society, ministries, youth representatives etc.
