Webinar: Social Climate Policy for Mitigation and Adaptation

This webinar explores the shared social foundations of effective mitigation and adaptation, with presentations from DG CLIMA and the Netherlands Scientific

Council for Government Policy

Europe's climate success depends on making climate action deliver greater security, opportunity and resilience for people and communities. As ETS2 extends carbon pricing to buildings and road transport, households, transport users and small businesses will feel the transition in everyday choices on heating, mobility and energy costs. The Social Climate Fund (SCF) and national Social Climate Plans (SCPs) aim to ensure this shift is fair, supporting vulnerable groups and enabling investments in energy efficiency, clean heating and sustainable mobility.

At the same time, Europe must prepare for intensifying climate impacts such as heatwaves, flooding and drought. Effective adaptation relies not only on physical infrastructure but also on social infrastructure: local networks, trusted institutions and community spaces that help people access information, support each other and act—especially those most exposed or with the fewest resources.

This webinar explores the shared social foundations of effective mitigation and adaptation, with presentations from Fee Kirsch (European Commission - DG CLIMA) on the Social Climate Fund and Social Climate Plans, and Prof. Dr Suzanne Hulscher and Ramy El-Dardiry (Netherlands Scientific Council for Government Policy - WRR) on social infrastructure and climate resilience, drawing on their report People and Climate.
