National Sustainable Development Strategy or Action Plans

The Netherlands has integrated SDG implementation into the regular policy cycle since 2016, when the action plan (in Dutch) on SDG implementation was sent to Parliament. It focuses on mobilizing inclusive action, stimulating partner initiatives and initiated an annual reporting process.  In addition, a National Coordinator for the Sustainable Development Goals was appointed. The action plan has been revised twice, the latest action plan was presented in 2022.

The Netherlands has launched various programs to work towards a sustainable and inclusive future, such as the Action Plan on Green and Digital Jobs. Please contact SDGs@minbuza.nl if you wish to receive any further information.

Lead ministry in charge of coordinating sustainable development

The Dutch Ministry of Foreign Affairs coordinates the national implementation of the SDGs. The Multilateral Institutions and Human Rights Department hosts the National SDG Coordinator and SDG-team.

Policy Coherence for Sustainable Development (PCSD)

Coordination across ministries

The SDG team works closely with all ministries via a network of focal-points and subsequent inter-ministerial working group. The line ministries are responsible for implementing the SDGs in their respective policy fields. Ministers co-sign the annual report on SDG progress to Parliament.

In addition, all legislation is assessed with the Policy Compass. The quality checks in the Policy Compass enable policymakers to strengthen SDG integration, featuring an assessment of possible synergies and spillovers of policy options.

Subnational level

Active cooperation takes place between the government at the national, regional and local level. The Association of Dutch Municipalities (VNG), Dutch provinces and the Dutch Water Management Boards all participate in the annual progress report to Parliament.

The VNG also launched a campaign called Global Goals municipalities for municipalities to contribute to the SDGs locally. They provide tools and strengthen knowledge exchange between municipalities.

Stakeholders

The Netherlands works closely with stakeholders to promote SDG implementation in partnership. SDG Nederland is a growing multi-stakeholder platform with over 700 participating Dutch companies, NGOs, knowledge institutions and philanthropists having declared their intention to contribute to the SDGs. They also have an online community where active stakeholders can create profiles and showcase their work on the SDGs.

SDG Nederland organizes an annual SDG Action Day to bring together stakeholders and foster cooperation. They also have a network of SDG Houses, 17 locations across the country that foster collaboration for SDG implementation.

Monitoring Sustainable Development

The Dutch National Statistical Office (CBS) measures SDG progress via the Monitor of Inclusive and Sustainable Well-being and the SDGs. It tracks wellbeing ‘here’, ‘later’ and ‘elsewhere’, as well as progress on the 17 SDGs by using them as the organizing framework for its indicators.

Reporting and review on progress towards sustainable development

Annually, a report outlining national SDG progress is submitted to Parliament. In May 2025, the ninth and most recent report (in Dutch) was presented to parliament. This report was written in close collaboration with various sector representatives (e.g. youth, businesses), who each wrote their own chapter for the report.

The Kingdom of the Netherlands has submitted two Voluntary National Reviews, in 2017 and 2022. It is the Kingdom’s intention to submit a third VNR in 2027.
