National Sustainable Development Strategy or Action Plans

No National Sustainable Development Strategy or Action Plan is currently available for Portugal.

However, the National Roadmap for Sustainable Development (RNDS 2030), which was presented to stakeholders on march 6th, 2026, is expected to be published in a Council of Ministers Resolution.

The RNDS 2030 is a plan designed to promote sustainable development by proposing a set of measures to accelerate the implementation of the 2030 Agenda and progress toward the SDGs. It comprises two strategic components: the Commitment to Sustainable Development (a set of policy measures guided by six transformations, inspired in the SDSN “Six Transformations to Achieve the Sustainable Development Goals (SDGs)”) and the Plan for Policy Coherence for Sustainable Development (a plan to ensure that sustainable development is taken into account by the entities responsible by public policies).

Policy Coherence for Sustainable Development (PCSD)
  • Government coordination across ministries: through REPLAN - an inter-ministerial network coordinated by PLANAPP for cooperation and knowledge and resources sharing in the areas of strategic planning, public policy and foresight, as well as the development of collaborative work and networking, to promote the coordination of sectoral policies with cross-cutting strategies. In relation to the RNDS 2030, the activities of the Plan for Policy Coherence for Sustainable Development will be implemented with the participation of REPLAN (“Whole of Government” approach.
  • Government coordination with the subnational level: REPLAN has a Multisectoral Regional Coordination Team.
  • Government on spillover effects: No mechanism is implemented at this stage.
  • Government coordination with other stakeholders: some activities of the Plan for Policy Coherence for Sustainable Development will be implemented with the participation of relevant stakeholders, incorporating the “Whole-of-Society” perspective.

Monitoring Sustainable Development

Until the moment, only Statistics Portugal (INE) monitors the progress of Sustainable Development, through their annual publication and thematic folder on SDGs, based on the UN global list of SDG indicators. 

Although, after the approval of the RNDS 2030, an annual Monitoring Report on SDG will be elaborated, by PLANAPP and Statistics Portugal, based on a Panel of targets and indicators for sustainability (currently under development at REPLAN). The implementation of each target will be assigned to a specific public entity, and the annual report will be delivered to the Parliament and to advisory bodies. 

Regarding the RNDS 2030, the targets and measures of the Commitment to Sustainable Development and the Plan for Policy Coherence for Sustainable Development activities will be monitored through the RNDS 2030 Progress Report (published annually).

Reporting and review on progress towards sustainable development
  • The Portuguese Government elaborated two Voluntary National Reviews (2017 and 2023), with the participation of the stakeholders in 2023.

  • Until the moment, only Statistics Portugal monitors the progress of Sustainable Development, through their annual publication and thematic folder on SDGs indicators, based on the UN global list of SDGs indicators. 

  • Although, after the approval of the RNDS 2030, an annual Monitoring Report on SDGs will be elaborated, based on a Panel of targets and indicators for sustainability (currently under development at REPLAN). The implementation of each target will be assigned to a specific public entity and the annual report delivered to the Parliament and to CNADS (National Council for the Environment and Sustainable Development) and CES (Economic and Social Council). Several institutions will provide data for the indicators Panel for sustainability.

  • Regarding the RNDS 2030, the targets and measures of the Commitment to Sustainable Development and the Plan for Policy Coherence for Sustainable Development activities will be monitored on the RNDS 2030 Progress Report (annual). 

  • Several institutions are involved in reporting information to the UN to feed the UN SDG data portal (UNSDG) with data for Portugal. 

The court of auditors conducts audits on the implementation of the SDGs in Portugal.
