Year of approval of the SD strategy and updates

The project of developing the National Sustainable Development Strategy of the Republic of Serbia was initiated by the Swedish International Development Agency (SIDA) and UNDP Country Office in Belgrade. Coordination of the project and the National Sustainable Development Strategy drafting process was entrusted to the Office of the Deputy Prime Minister by the Decision of the Government of the Republic of Serbia in December of 2005.

The National Sustainable Development Strategy (NSDS) of the Republic of Serbia was adopted in the session of the Government of the Republic of Serbia, on May 9th, 2008.

The Office of the Deputy Prime Minister and the Project Staff are currently working on developing the Action Plan for the implementation of the NSDS of the Republic of Serbia and the Action Plan is to be adopted in a session of the Government of the Republic of Serbia in mid-November 2008.

Vertical Integration

The NSDS provides a plan for the achievement of vision and objectives on different political levels and in a coordinated manner. The NSDS contains a chapter on regional and local aspects of sustainable development which places an emphasis on the significance of system decentralization, higher degree of regionalization and promotion of local sustainable development management.

The Local Sustainable Development Strategy was adopted before the NSDS of Serbia and concrete mechanisms for coordination of NSDS implementation on the local and vertical integration level will be defined through the Action Plan that is currently being developed.

Horizontal Integration

The NSDS presents the three sustainable development pillars in separate chapters in which the cross-sectoral issues are adequately covered. The Action Plan for NSDS implementation is designed in the same way. It presents all three sustainable development pillars in separate chapters and defines in detail all the measures and activities (mostly implemented by the Ministry), as well as the cost assessment and the sources of funding. The Action Plan monitors other sectoral strategies in Serbia, in the goal of integrating different sectoral strategies’ goals and approaches with the NSDS in order to avoid parallel structures when coordinating the implementation.

The constitutional session of the Sustainable Development Council, which represents an inter-ministerial coordination body, was held in January of 2008. The Council is chaired by the Deputy Prime Minster for European Integrations, and its members are several ministers and representatives of ministries in their role of competent institutions for the implementation of the NSDS, as well as the representatives of the Secretariat of “Sustainable Development“ project and of three NGOs. The basic goal of the Council is to give recommendations on the NSDS development and implementation process as well as to contribute to the coordinated implementation of the NSDS by different sectors.

Review

The NSDS defines the founding of the Office for Sustainable Development which is to start functioning in the early 2009. Its basic task is to ensure, by monitoring and coordinating the Action Plan implementation, a successful NSDS implementation through inter-sectoral cooperation of all government institutions and the civil sector. As a working body, the Office for Sustainable Development will coordinate, report on, evaluate and monitor the implementation of the NSDS.

Participation

During the two years of project implementation (December 2005 – December 2007), the project has engaged several international and more than 50 domestic experts in the Strategy-drafting process, including a large variety of institutions, the academic community, NGOs and stakeholders, and organized a widely-inclusive participative process. The first draft of the NSDS of the Republic of Serbia has been presented in August 2007, followed by a 3-month public debate campaign on the draft strategy in more than 20 towns and cities throughout Serbia. The public debate campaign was organized in cooperation with non-governmental organizations and the representatives of local self-government.

In the late 2007, The Office of the Deputy Prime Minister initiated the founding of the “Friends of Sustainable Serbia” group. This group gathers the key stakeholders with the goal of providing support for NSDS implementation. Currently, the group is being strengthened and it is gaining more members, and the “Friends of Sustainable Serbia” conference will be held in the March of 2009, when the group’s program will be officially launched and the achieved results related to the NSDS design and implementation will be presented.
